Startup Commitment Expenditure Timelines Updates
Effective FY26, all new startup commitments will transition to a 5 year end-date policy.
This update standardizes the timeline for the utilization of startup funds for all new appointments starting in FY26. We encourage faculty and staff to coordinate with their department administrators to ensure spending plans align with these updated allocation windows.

Temporary Charge of Grant-Funded Employees to Startup
This form is to be used when grant-funded employees have been impacted by an Executive Order to stop work on a grant-funded project and the PI does not have other external funding able to support the employees. It allows the PI to request “last resort” approval to temporarily transfer these staff members’ payroll expenses from the affected grant to uncommitted startup funds.
- Startup funds must have a balance of uncommitted funds sufficient to cover this request.
- This is to be used as a last resort to keep the research going when there is no other kind of external funding that is able to provide support.

Startup Loan for Self-Supporting Program Creation on General Campus
This Start-Up Loan Program provides a mechanism for a General Campus academic unit to
secure bridge funds to hire ladder-rank faculty or teaching professors in support of new
Self-Supporting Programs (SSP) that report up through the Office of the EVC.
